The Demise of the 28-Article Peace Initiative for Ukraine: Why Peace Negotiations Continue to Stumble

Europe experienced widespread relief on Monday, as the diplomatic emergency triggered by the presentation of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been stabilised. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Moscow made its response: a renewed assault of missile and drone strikes on Kyiv.

The Rhythm of Diplomacy and Destruction

The succession of opposing developments captured the grim essence of the current period. By day, negotiation efforts are waged: optimistic declarations are released from multiple capitals. Immense energy is devoted on restraining certain initiatives. By night, the Kremlin clearly shows the world that, for them, conflict continues to be the key method for achieving "settlement".

Nocturnal Warfare

As the offensive developed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was revealed. Ukraine is capable of detecting projectile deployments from across the border, a ability afforded by timely intelligence. From observation points, military aircraft that had been dispatched to intercept incoming aerial threats streaked across the sky – sophisticated military planes supplied to Ukraine by NATO members.

Shortly after, Kyiv's air-defence systems activated: defensive missiles deployed against a Russian ballistic missile. This was a sophisticated defense system at work, presumably provided by partner states. Every deployment shakes the surroundings, rattling buildings. The moment of terror quickly transforms into resigned acknowledgment: perhaps the approaching threat won't cause damage this time, protecting urban areas from ruin and another blackout.

Continuous Dangers

Following this, a large-caliber weapon fired at a drone in the vicinity, part of a rapid response unit – most likely imported technology. Unfortunately, the shots failed to hit the opposing UAV – it pressed on overhead toward its target.

Periodically, this persisted until dawn. Kyiv greeted the morning news: seven people killed, devastation and utility failures in numerous residences as a result of the nocturnal offensive. As typically, everyone still continued their routines – enduring hostilities. But those entire period illustrated Ukraine's essential dependence on Western support – a need that European nations are evidently unprepared to replace in the short term.

Unsuccessful Negotiations

The 28-point plan from Washington provoked deep reactions, discussion and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after earlier high-level meetings and bilateral conferences.

Every new proposal from Washington follows the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, effectively counters. They manage the tension but never actually win the battle. This cycle will, no doubt, endure.

Tactical Assessments

It is convenient to criticize certain parties of repeatedly advocating Russian terms. But that does not seem to be the whole story. US administration functions according to a principle familiar among international relations experts: you cannot achieve through diplomacy what you have failed to defend militarily. The American government presumes that it is unrealistic to compel Moscow to relinquish the territory that it already controls in Ukraine's southern or eastern regions.

The issue is that while acknowledging this situation, Washington does nothing to deter Moscow, through diplomacy or military means, from believing that the current condition will not evolve additionally in its favour in the coming year.

Opposing Positions

Therefore, Moscow is convinced that duration works to their advantage – that Ukraine and its supporters are coming close to fatigue. Their motivation to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be numerous efforts to end hostilities, but they will continue as long as Russia's government remains supremely confident in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, slowly losing lives and land but avoiding a complete military breakdown until conditions improve in its advantage.

Present Conditions

Factually, there are no genuine requirements for a truce. Now, subjective factors are coming into play: leadership ambitions to broker a ceasefire and secure international recognition, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the flag against any initiative Kyiv finds unworkable, so that their attention does not shift toward internal issues. And although their task will now be much harder after latest incidents, it remains highly unlikely that this will modify their basic position.

These conflicting dynamics are guiding negotiations.

Summary and Prospects

It took a just a single week to eliminate the suggested clauses of the latest plan. Forceful and unpredictable management of the matter by Washington, pushback by Ukraine and the remaining European nations, along with soothing efforts of diplomats, and finally, recent disclosures, all did their job.

While new initiatives based on established approaches are imminent, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to counter political attacks from Washington that are rooted in Kremlin requirements and reflect specific hesitation to modify developments, if they stand together and enhance their military capacity at a much faster pace. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the foreseeable future, largely rely on continued Western support.
